"Independents Scott Bandy and Brandon Collins were asked how the city could better engage its growing Hispanic population .... Collins, a restaurant worker and self-described socialist, said engaging Hispanics has been a big part of his activism locally and around the state, and suggested the city should do more to make sure Hispanic residents don't feel like 'outsiders.'
